Sounds like your pressurtrol isn't working. It or the pipe it's connected to could be clogged with mud/rust or it may have just failed. If this is a low pressure boiler it's designed to run at 15 psi max. In fact the relief valve should pop at 15 psi. So it's also possible either your relief valve or gauge is malfunctioning.
